problems of understanding

A traffic analysis of a tunnel between Detroit and Ontario showed that the exact same tunnel could carry significantly more traffic if a stoplight were put in place a bit before the tunnel entrance way. This broke up groups of traffic a little bit, preventing the "domino" effect when one person in the tunnel would break. Traffic capacity for the tunnel increased significantly. However, people did not understand why a traffic light was needed where there was no intersection of any sort. There was so much protest that they took the light back down, returning the tunnel to it's congested state.
